Linking to other projects is crucial for "google juice", for the visibility of radical media projects on the web. However, many projects fail to link to anyone else at all.

The RMC is proposing that everyone links to 5 other radical media projects "above the fold", so that the links can be seen without scrolling down the page.

Here is one project that does this already.
